Employees’ Enrolment Campaign 2025

The Ministry of Labour and Employment has announced the Employees’ Enrolment Campaign (EEC) 2025, a major initiative to expand the reach of India’s social security system. This campaign, operational from 1st November 2025, to 30 April 2026, encourages employers to voluntarily register and declare employees under the Employees’ Provident Fund (EPF) who may have been left out earlier.

- Bring more workers under organized social security coverage through EPFO
- Allow employers to regularize past non-enrolments without heavy penalties.
- Promote ease of doing business by simplifying compliance.

This initiative follows the success of a similar campaign in 2017, which helped lakhs of employees get formal social security benefits.

👷‍♀️ Who Can Be Enrolled

Employers can declare and enroll employees who:

Joined between 1st July 2017, and 31st October 2025, Are still employed and alive as of the declaration date, and Were not registered under EPF earlier for any reason.

💰 Major Financial Relief for Employers

EEC 2025 offers significant benefits and waivers for employers:

- Employee’s share of PF for the past period will be waived (if not deducted from employees wages).
- Employers need to pay only their own PF contribution for that period.
- A nominal penalty of ₹100 (one-time) replaces the usual heavy damages and interest.
- No legal action will be taken for the declared employees under this campaign.

⚖️ Legal Flexibility

All establishments are eligible — even those currently facing:

- Inquiries under Section 7A of the EPF Act,
- Investigations under Paragraph 26B of the EPF Scheme, or
- Cases under Paragraph 8 of the Employees’ Pension Scheme (EPS) 1995.
- EPFO has clarified that no suo-moto legal action will be initiated against employers who avail the scheme in good faith.

🎁 Additional Incentives

Employers registering under EEC 2025 or declaring additional employees will also become eligible for benefits under the Pradhan Mantri Viksit Bharat Rojgar Yojana (PMVBRY) — further supporting formal employment generation.

Even if your company never registered for EPFO earlier despite having more than 20 employees, this is the perfect time to get fresh coverage and take the maximum benefit.
